October 19, 2022: Biden to lay out oil plan, Battle for Ukraine’s Kherson, U.S., S.Korean troops, Iranian climber Elnaz Rekabi, Chinese consulate
1. U.S. President Joe Biden will announce a plan to sell off the last portion of his release from the nation’s emergency oil reserve by year’s end, and detail a strategy to refill the stockpile when prices drop, a senior administration official said.
2. President Vladimir Putin introduced martial law in four Ukrainian regions he says are part of Russia as some residents of the Russian-held city of Kherson left by boat after Moscow warned of a looming assault.
3. South Korean and American troops practiced building floating bridges to ferry tanks and other armoured vehicles across rivers, part of a larger joint military exercise that has angered North Korea.
4. Iranian climber Elnaz Rekabi, who caused controversy by competing in an international contest without a headscarf, has returned to Iran to cheering supporters, reiterating in comments to state media she had climbed without a hijab unintentionally.
5. British Foreign Secretary James Cleverly said the treatment of a protester seen being pulled into the grounds of a Chinese consulate and beaten was “unacceptable” while the Consul-General said demonstrators had stormed its grounds.
